Cap soesn't stand for Capitalisme but for cap the opposite of floor in finance: an upper limit.

Cap and trade means that you put an upper limit your the allowed CO2 emission. If you need to use more, if you 'break' the cap, you'll need to buy some CO2 credits -- and trade...
